Imagine a $100 quote for 250 total clicks and another $115 quote for 200 unique clicks in named countries. The first headline price is $0.40 per quoted event and the second $0.575. Neither calculation proves that one campaign will attract more suitable people. First find out whether repeats, geographic exclusions and unqualified events are treated the same. If you cannot reconcile those definitions, put both quotes in a “not comparable” column rather than declaring a cheaper provider.
